The ID5 Prebid module is configured immediately with a primary URL on cdn.id5-sync.com; nothing waits for it to load. If that load fails, the page resolves an alternate over DoH, reconfigures, and calls pbjs.refreshUserIds({submoduleNames:['id5Id']}) to force a recompute. Available since Prebid 4.12. Add ?break=1 to force the primary to a dead host, or ?nofallback=1 for the control run.
